Article Review A central issue in the field currently is: What impact does technology have on literacy and learning? The editors of Review of Educational Research have invited you to review the article attached. They attach their guidelines and evaluation form. Provide the editors with a completed evaluation form and a comprehensive review of this submission in six pages, following their guidelines. Article Review 3 This paper explored the impact of technology on school settings in the United States, particularly highlighting policy issues that influence changes to classroom curriculum. The article presented a historical overview of technology trends in education and an argument for a redefinition of literacy. Issues of equity and equality are discussed through a framework of social justice. The need for a new research agenda for the field of educational technology is also addressed. Generally, this manuscript was clearly written. Unfortunately, the rigor expected of a literature review that appears in the Review of Educational Research (RER) was not present. This manuscript has great potential, however I would recommend a revise and resubmit. I had a number of concerns that are described below. Quality of the Literature This manuscript is under theorized in three key areas. First, a constructivist paradigm is presented but not theoretically supported. Second, the need for a redefinition of literacy is argued from several perspectives, however these perspectives are not fully documented. Third, the author states that the lens of social justice is used to examine the field of educational technology, yet minimal evidence is presented to support it. A clear theoretical framework for this research is not provided. A constructivist model is presented as part of the discussion of the ACOT study, but it is not distinctly identified or defined. A comparison between instruction and construction is provided in Table 1, however the author does not make it clear if this is the theoretical framework intended for this literature review. Leaders in the area of Constructivist Theory such as Bruner and Vygotsky, have not been referenced as would be expected. The author states the following claim from the results of the ACOT study: " The ACOT researchers clearly stated that the marriage of constructivism and technology could revolutionize education, " (p. 11).
